Legal Question in Legal Ethics in California

Does a city attorney have a fiduciary obligation to the staff of a city or the residents? An example: If a city attorneys amends the contract for a city manager, and puts the residents of that city in a more vulnerable position to lose future monies, who should that attorney be representing?
