Legal Question in Legal Ethics in California

conservator/guardianship

my son has large estate due to an accident when he was young, the public guardian is in charge. My son will be 21 tomorrow and they have not tried to help out by paying any rent or utilities, they only give him 300.00 per year for clothes. Shouldnt they help out more.
