ethical/legal ramifications re: initiating a client relationship

what are the ramifications regarding an attorney or representative of a law firm on initiating contact with an individual regarding representation for a workman comps case? is this legal, or ethically proper? is there any recourse if this in fact is that case? if so, what resources are there for someone to pursue? thank you for your answer.

it is legal. if it bothers you the recourse is dont hire him.
