Can a party who retains

a expert to testify knowingly not provide them with all the evedence in there files and records that extremly efects the opinon

Of course. But it's up to the opposing attorney to examine this expert to impeach him/her because he/she didn't examine everything. It makes the expert and the party for whom he/she was retained look bad and like they're trying to hide something.
