Legal Question in Legal Ethics in California

How do you file a complaint against the court (NOT against a judge or relating to a verdict but due to an administrative wrongdoing)? Is there a complaint form??? This is pertaining to Santa Clara County. Thank you!

(I hope this is the right category)

First, you must file a government claim with the appropriate entity(ies) -- the State of California and/or the County of Santa Clara. You will have to investigate who is responsible for running the court. If the claim is denied or ignored, you may then file a lawsuit. CA statutes have certain short time periods in which to do this. More than likely, none of the judges for the county will hear the case and the Administrative Office of the Courts will send in a judge from another county.
