find unclaimed property and its rightful owner, for a 33% finders fee

if i were to go through the calif unclaimed property listing and find the people that are listed, can i contact them by mail explaining that i have located money in there name. and that i would furnish the forms and information for them to receive thier money for a fee of 33%

ARE THERE ANY OTHER LAWS THAT GOVERN THIS TYPE OF SERVICE?

There are reported California cases on this issue, and I believe there may be some specific statutes too.
