Legal Question in Legal Ethics in California

Do foreign attorneys need to be license or pass the bar in California, even though they just take clients in California, but these clients expect them to conduct legal services in their home country? If they are not license, then who regulates these attorneys?

Yes, a lawyer who is soliciting clients in California for the purposes of representing them in another country must be registered with the State Bar of California as a foreign attorney. You can go the state bar of california for further informaiton. Otherwise, this lawyer is engaged in the unauthorized practice of law.
