Grand jury oversight

We filed a complaint with the local grand jury previously, which they investigated and validated our claims. The city and officials implicated then began a harassment campaign which has eliminated our right to live in peace in our own home. We filed a second grand jury complaint and the new g.j. ''lost'' the complaint, the supporting documents and deleted the computer record. The local DA says we have to go to the presiding judge. The presiding judge refuses to acknowledge our existence or our concerns. Where can we turn when we can't afford an attorney? The Humboldt County courthouse appears to be the domain of the people harassing us. The have a well paid attorney cleaning the floor with our lives. Who holds a grand jury accountable when the local DA and the presiding judge won't? Where can a person turn?
