Inactive attorney

Can an attorney with an inactive California State Bar status employed by the public school system (Due Process Program Manager) still represent the school district at mediation or fair hearings and/or present himself to parents (at school meetings regarding their child's education) as the school district's attorney?

If it is the type of mediation or hearing at which a non-attorney

employee can "represent" the public school system, the inactive attorney

can. He cannot, however, present himself as the school district's

attorney, nor otherwise practice law.
