payment in full
I paid a bill to pg&e (the total) and put paid in full on the check (they cashed) but now they are saying they made a mistake reading the meter and I will owe more. Can they do that?

Yes, and they have already done it.
If the shoe were on the other foot, and you owned a business which sent out a bill for less than what you were owed, wouldn't you feel it is fair to collect the entie amount?
