Legal Question in Legal Ethics in California

My sister-in-law has a master degree in kinesiology, and works as a physical therapist. She has never enrolled in medical school, however, she represents herself as a doctor. She hands out business cards that identify her as such and asks her patients to call her a doctor. She also attempts to lord this title over her family and friends. Is it legal for her to do so, even if she is not practicing medicine? If not, who might be contacted regarding this, who might then notify her about the issue? She lives and works in California.

Lording-over is not a crime; practicing medicine without a license, of course, is. If indeed that is what she is doing, in time this will catch up with her. Why do you want to report her? Why is this any of your business?
