Can they stop my accrual of vacation time?

My company states in their employee hand book, ''You may accrue up to twice your annual vacation earnings. Vacation accrual will then stop until you take some of your vacation time.''

Under the law is my company allowed to do this?

There are no vacation guarantees whatsoever, in California.
