can I suspend a relationship with an attorney? I have signed a retainer agreement. His services are getting too costly.

There must be 50 ways to leave your lawyer. Write him a letter and tell him, and demand your file back, or have your next attorney write the letter. If you feel he didn't earn the money you already paid, take him to State Bar fee arbitration.

Yes. Regardless of whether there are outstanding charges, you are entitled to the return of your file.
