If a teacher is uninsured (car insurance)will the school districts liability coverage cover the teacher if he caused an at fault accidnet while driving to work.

Coming and going to work are not covered by an employer, unless the employer directed the employee to run an errand. This is also not a legal ethics question, but rather a civil litigation or tort liability question.
