Legal Question in Legal Ethics in California
The tenant in the apartment I previously resided in about 2 years ago, held my State Tax Return for about 2 months until I found out, by contacting the CA State Tax number that I should have received my Tax return back in February. I called my old landlord who contacted the current tenant in my previous apartment and he called them back and said he had my tax return!
He held on to my tax return for 2 months!! Is this illegal? It was unopened when I received it from my previous landlord.

It sounds like you should have given the Franchise Tax Board your correct address and should have put in a change of address and mail forwarding order with the USPS. Your failure to do that is not the problem of the new tenant.
You could complain, however, to the postal inspector. Intercepting and holding other people's mail is not legal either.
