Suing the LAPD for taking a Diamond

Can you please advise me of what are the forms that need to fill out in order to file a lawsuit against the Los Angeles police Department for taking a Diamond earring and placing into property and never returning it to me upon my release. Can you please let me know what is the correct area ; as well? Thank you
