Legal Question in Mediation in California

Neighbor next door ( 2-story house) who is in the business of live-streaming webcam surveillance, has installed a live-streaming webcam which has a birds-eye view of our private backyard. Because we live on a hill top overlooking our city. This individual has taken it upon himself to provide a web-based live streaming website for the world to view. Our fenced-in private backyard has been seen in his website archives. We have no privacy in our backyard due to the domed webcam aim stalled atop his homes chimney stack. We have asked that he lower his webcam but to no avail. We have also contacted our local Code Authority with hopes that perhaps there may city ordinances/ regulations to have the camera lowered ( mind you we're not asking for removal- just lowering) and were told no ordinance exist. We live in The California Bay Area. Any advice would be greatly appreciated.

The California Constitution provides its citizens to the right of privacy. Your neighbors appear to be invading that right to privacy. You should discuss with an attorney bringing an action to prohibit that invasion. Perhaps an action to enjoin the continued invasion.
