Legal Question in Mediation in California

do i owe this person this money as she claims?

during the three years of an intimate relationship miss x gave me $2000 to help pay for labor costs involved in building an additonal room where she could stay when she visited. during relationship i did over 200 hours of work contributing permanent enhancements (new bathroom, new deck, etc.) to her property. during a ''breakup'' threat (from her) i did say ''yeah, you can have your money back.'' now that the relationship is over i believe that she has actually come out better in terms of how much her property has gained value. what's the legal viewpoint?

Theoretically, you could sue her for the value of the time and effort of the work that you did to improver her proerty.

Saying "You can have it back" is not a legally binding contract. At most it is a gift, which is not vested until delivery. You don't owe her anything financial.
