Re: my broken back
it all depends on what injuries you sustained between them sending you home and you getting back to a hospital (and, of course, other issues)

Clearly, there was negligence in failing to timely diagnose your back's condition. The fact they sent a police officer and not an ambulance is also interesting.
The most important issue however is the damages, which has to be evaluated by a qualified orthopaedic surgeon.

Re: my broken back
What needs to be asked in your case is did the 15 minutes of going home, waiting for an ambulance and being transferred to another hospital cause any further damage to your back?
Also, this question can only be answered by a health care provider. Your opinion does not count here. If no health care provider has informed you that the delay and transport caused any further aggravation, injury or result in the need for further care and treatment, then you likely do not have a viable malpractice action.
While there may or may not have been malpractice in diagnosing your back condition, there must also be resulting injury therefrom.
