Failure to diagnose.......Resulting in death

We buried my mother March 16, 1998. She had chest xrays taken 2 years ago when she complained of unusual fatigue, shortness of breath abd back pain. in may 1998 when she returned to doctor with more intense complaints of previous year she was told it was grief/panic attacks due to death of grandson, given an anti depressent. in dec. she had more xrays and was told she had a viral infection, antibotic and inhaler were given. Jan 16th, she returned to doctor who looked at previous xrays that showed a tumor that covered entire lung. On jan. 16, she was diganosed, feb 7th operated on, it had advanced too far and on march 11, 1998, she died, in less than 2 months. something is terribably wrong, can you please advise me. it didn't have to happen like this, it was determined she'd had cancer about 3 years.
