Legal Question in Medical Malpractice in California

My father age 82 was admitted to the hospital for siezers.While there he sustained two falls trying to get out of bed.He had a full arm cast for three weeks plus a badly bruised eye.The head nurse said he wasnt being watched.The first fall he broke his wrist,the second fall he cracked his elbo.They said he was restrained after first fall but still managed to fall again.He also suffers from dementia.Ive heard that this hospital has a poor history but after the fact.Im sending them a letter should I also get an attorney at this time.Please advise. My father has been hospitalized in rehab.for three weeks now and totally for a month including hospital stay.
