Is it possible to sue a Dentist whose practice is located in Mexico

Yes. But if it is for an act done in Mexico you will have to sue in Mexican courts under Mexican law. In that case, see an Abagodo.

Yes, but not in the United States, unless the act was here, and the dentist can be served in the U.S.
