Legal Question in Medical Malpractice in California

statute of limitations re: suing a psychiatrist

I live in California. I want to report to the appropriate medical review board that a psychiatrist (M.D., PhD) I saw a few years ago is not fit to practice. I have two questions:

1) What medical board should I write to about this?

2) If I wanted to file a lawsuit over the ''treatment'' I received from this doctor, is there a statute of limitations for doing so?

1. Google California Medical Board.

2. One year from the date you knew or should've known or 3 years from the time the alleged malpractice date, whichever is the earliest. It is complicated and the facts will need to be reviewed by a competent lawyer.
