Legal Question in Medical Malpractice in California

time in which summons and complaints after filed in the court

I have filed a complaint with the local court, How much time do i have to serve the summons and complaint on the defendants. Also may service be made via mail ?

15 days, and No!

Someone other than you must serve complaint. If you know defendant's address, and defendant not home to accept service, then you may post the complaint (a copy) on defendant's door, and mail a copy.

You will find the answer in the Rules of Court. Without taking the time to look it up, I believe you have 60 days to serve or get an order extending the time to serve for good cause shown.
