Legal Question in Military Law in California
My husband is a Navy retiree. His ex-wife of 18 years receives about a third of his retirement pay. She lives with a man she started a relationship with while married to my husband. She has been living with him for about 12 years, but they have not married. A few years ago they moved out of California to Nevada and still live together. Is it possible to contest the dispersion of his retirement pay based on the fact that even though she is not re-married, she lives as though she is?

Not unless it is alimony. She is entitled to her community share of his retirement regardless if they're married or single.
