Legal Question in Military Law in California
I put a traffic boot on a friends motorcycle as a prank, and when he found the boot on his bike he got mad and started kicking the boot and trying to rip it off. in doing so he scratched his rim. He admitted to being the one that scratched the rim but he wants me to pay to fix the rim since i put the boot on the bike. am i at fault for the damage?

You are guilty of the tort of "trespass to chattels" in that you rendered his bike inoperative. You would be liable for any damages caused thereby. While it is not entirely clear that his damaging his own rim is a reasonable response or that your actions caused the damage, I think most small claims court judges would tell you to pay for the damage to the rim.
