Ihave a friend that lent her car out to her daughter-in-law the car had ni insurence the daughter let her husband a non-licence driver drive the car he hit an lady that came from his blind spot can the lady sue the owner of the car even though he left it in care of anouther licenced driver?

Yes. There is strict liability for an owner in California up to $15,000.
