Legal Question in Personal Injury in California

I had someone back into me in my car, I have had neck pain ever since. I have had physical therapy and drugs, but still having pain. The other party denies it happened. I didn't call the police to incident. Minor damage on my car, about $550.00, I have insurance with 15,000 medical coverage ,and all liability coverage. 50,000/25,000.

It happened 04/04/2014. My insurance company wants to settle for as little as $500.00. What do you think I should do? Can't find an attorney that would take it cause they said," Minor damage on my car". As I said am having pain everyday in my neck.

Low property damage is not the end-all and be-all of these cases, contrary to what insurance companies like to say.
