Car accident that was not my fault

My car was legally parked outside. Two cars got into a car accident in the intersection and one of the cars (a honda civic) hit my car. Her insuranse company is claiming that the car accident was not her fault, and they will not pay for my damamges. The other car's insurance company is saying that the car accident was not their fault either and they will not pay. What can i do in this situation? If I go to small claims court, do I sue the driver's or their insurance companies?
