Legal Question in Personal Injury in California

Car accident, no insurance.

I'm not sure if this is traffic law or civil or what, maybe you can clear me up on that first. Thank you. I was in a car accident where a truck rear ended a car at a red light and then I rear ended the truck, it looked like a 3/4 ton pick-up that is probably 15 to 20 years old. I do not have car insurance and there was no police report filed, what can I do to help me? No body complained of injuries and I offered to fix the trucks bumper.
