My car was hit by a drunk driver, He had no insurance. The police department will not release the police report to me. How could i obtain his personal information in order to sue him in small claims. I dont know if he was the registered owner, if the car was even registered.

I think you are entitled to receive a copy of the police report. Insist on it, as you are the victim and by law are entitled to seek compensation for your losses. Tell the police department that I said you are entitled to have a copy of the police report.
I second Mr. Marmans comment but it might not be available yet if the accident happened within last 10 days
In addition to getting the police report, follow up to see if the driver is convicted of a felony. If so, you may be entitled to attorney's fees under the law and it may make it worthwhile to retain legal counsel on this case. Were you injured in the accident? Are your damages over $7,500?
