If a person is hit by a car that has fled the scence and the owner of the car states ''that his car had been sold 6 months ago'' but there is no record showing that ownership has been changed who in fact is liable for damages caused.

Who is liable? The person who hit you and the person who owns the car that hit you. There may be many others that are potentially liable for your injuries depending upon the facts/circumstances (negligent road design, negligent maintenance, negligent entrustment and so on). Was the alleged sale of the car reported? Had the necessary "legal" steps of sale that transfer statutory liability from one owner to the next completed?
