if a citizen sees a third party(automobile)damage a municipal asset(lightpole, hydrant, whatever) could the citizen file an insurance claim against the third party's insuror on behalf of the municipality?

No. You have no standing to file a claim on behalf of a municipality. You may contact the municipality and inform them of the damage and the municipality will take action on their own behalf.

You do not have legal standing to initiate any claims on behalf of the local governmental entity. However, as a concerned citizen, you could contact the governmental entity and inform it of any issues.
