if a citizen sees a third party(automobile)damage a municipal asset(lightpole, hydrant, whatever) could the citizen file an insurance claim against the third party's insuror on behalf of the municipality?

No. You have no standing to file a claim on behalf of a municipality. You may contact the municipality and inform them of the damage and the municipality will take action on their own behalf.

You can try a Qui Tam action, where you can represent the government in your own name. They are rather complicated.
