Legal Question in Personal Injury in California

Civil Action when DA drops Assualt Charge

My wife filed assault charges against a female supervisor at her work place, even though she had a witness & doctors evaluation...the DA dropped the charges because of insufficient evidence...the supervisor had another person lie for her. I know a polygraph is not allowed in court, what other method could be used to prove the truth? My wife has been denied workers compensation, is still in physical therapy, her integraty is now in question...what course of action can she take now?? We have tried to contact a lawyer...with no luck...only answering machines that don't return calls....???
