Does 'conversion' require person A take property from person B? If A asks B to borrow B's proptery and then refuses to give it back is this conversion?

Conversion is the unconsented exercise of dominion or control of another's property. Because B refuses to return A's property, that would be conversion.

No, and yes. In fact, if B transfers the property to C and then C refuses A's demand to give it back, C is also committing conversion.

Yes that is the essence of the tort or personal wrong. They have converted the property to their ownership when they refuse to return it even though they borrowed it.
