Is anyone able to direct me to the specific CA Insurance Code that allows for the driver of a borrowed vehicle to be treated as the insured if there is an accident.

Each insurance company can treat it as it what, subject to the individual policy language. Also, you might want to check if your own insurance policy covers you for occasionally driving someone else's car with their permission.
