Falling on City sidewalks

I was riding my bicycle and had to go from the street to sidewalk, and the entrance to sidewalk was a difference of almost 2 inches. That caused my tire to slide and resulted in me falling and hurting myself. This is the second time in this city it has happened. Both on same street. Who is responsible for something like that? I am an experinced rider. Also the sidewalks are very uneven all over, even when walking people trip becuz of dips and high spots.
