Faulty Machinery & Improper Training = Injury

recently I transfered from the Dept.I had worked in to another Dept.I was to operate a piece of equipment which contains 2 circular saw blades inside .My first day on the job I was to work another operator.Since we didnt speak the same language,communication was basically nonexistant.The next morning i was to work alone. Surprised,I focused on what if problems arise. I was told,turn machine switch to "Stop".For "Faster Stop" "Emergency Stop" open hood of machine or front panel".many problems occured.Informing the "Lead" person,2 Supervisors,as well as mechanics,who performed services,still malfunctions existed.A missing screw on the blade guard was creating a jam,I switched machine to Stop,I opened hood. Reached in to remove excess debri.Upon remvoing my hand blood was gushing from it."Lead" person located supervisor,who immediately said "You signed papers,right,you were trained?" & after running around not knowing what to do,health & safety was not in yet,I was sent to clinic in a taxi,was stitched & sent back to work,with "keep wound clean & dry" as only requiremen.Now it seems I am experiencing some sort of panic attacks,when at work.where can I find information regarding this to see,if that is possible.?
