If I am a Black belt in Judo and I fight with another guy who do not know any martials arts and I send him to the hospital..Can he sue me?

Of course he can. Will he recover, I don't know. It depends upon the circumstances leading up to and during the fight.

And by "recover" Mr. Roth of course means financially/legally. The question of whether he will "recover" physically all depends on how badly you beat him up.
