Legal Question in Personal Injury in California
My friend was a year and a month old when the Port of Chicago disaster happened on July 17, 1944. At that time he and his family lived very close to the Port. His mother and grandmother were compensated by the government for their injuries but not my friend. He has been suffering throughout his life from panic attacks, nightmares, and depression. He had been diagnosed as having "shell shock" and later on as post-traumatic syndrome. At present he has been on medication for that. The question is: can he still file a claim against the government for his injury or is there a statute of limitations that covers this case? Thank you.
