Legal Question in Personal Injury in California

My friend's daughter, who's 18 was involved in a 3-car non-injury accident & was at fault according to the CHP report. The car is registered under mom's name, but not on her insurance policy. Is mom liable?

The mother is liable up $15,000 or any one person injured in the accident and $30,000 for all persons injured in the accident and up to $5,000 in property damage. She still would be covered under her mother's insurance unless she is an excluded driver.
