Legal Question in Personal Injury in California

I hit a gas station attendant while backing up. The area where he was working at was not coned off. He suffered multiple injuries. I called my car insurance company and they said that they will pay maximum $15,000 in damages and that they will try and settle for that amount. The assessor told me that from the video surveillance that the injuries look like they are more than my insurance coverage and that if the person that I hit chooses to hire a lawyer that he could potentially try and get more. I don't have much assests, no home, and have about $5000 in savings. What should I do?

Most likely he will accept the $15,000 limit of your policy later. He has a workers' compensation claim. His medical bills and wage loss (mostly) wll be paid by the workers' compensation carrier. He and the workers' compensation carrier will get the $15,000 from your insurance and work out between them how much each will get.
