Legal Question in Personal Injury in California

I was hit on my motorcycle june 16Th 2009, it was not my fault. I changed my address on both my truck and motorcycle, in august of 2006. I payed on my wifes motorcycle, but the insurance was under my name only, on a yearly rate of about $180 a year. The insurance broker did not change my address on the motorcycle, so I never got a bill. I was working at the time making $877.50. a week. Do I still fall under prop 213. Please help me. Thank you kindly Charles Yuhl.
