Riding a bike with a baby in back pack offers absolutely no protection for the child if the bike goes down for any reason - a car strike, a rut, any number of reasons.
Start thinking - put the child in a child restraint seat in a car.
I believe any cop that caught you doing that would arrest you for child endangerment. Really though, this question is so outlandishly stupid that I can't help but wonder if it's just a troll. I mean, why not stuff the kid in a mailbox while you're at it? Seriously!

You still need to get the kid a helmet. But if the child is just an infant and can't sit up..... you'll have to take the BUS!
