Legal Question in Personal Injury in California

liability is that of the owner of the vehicle or the driver of anothers vehicle.

If a person is driving another person's car

(with thier concent) and has an accident, that doesn't involve any other drivers, he's he responciple to replace or fix the damage done to that car? Because the owner didn't have the kind of insurance policy,that covered the damage done to his vehicle.
