Legal Question in Personal Injury in California

'm a new resident to California and was hit by another vehicle (California resident) last week. The police officer did not put together a police report because the was no injury at the time. All that was given to both drivers was a exchange of information, excluding phone number. I have tried to get a hold of the other driver, I've gone to his house and sent letters to his address without success. At the time I did not have insurance, therefore I'm having trouble getting any information from the police department or DMV. I contacted the insurance company which was provided by the other driver, via the police officer, and the agent i spoke with told me there was no one covered by them under the name or policy number given to me or at the address.

My vehicle is sitting at the shop (not fixed yet) with a estimate of +$800. I also have what feels like a pinched nerve in my should.

Are the damages great enough to hire a lawyer? Is there a lawyer who can help me?

Please any help or a finger in the right direction would be awesome!

The $800 in damage to your car is not enough to justify hiring counsel. Whether your injury is enough will depend upon the actual diagnosis and how much the necessary treatment will cost. You will not be able to recover for pain and suffering because you were uninsured, so you can only recover for economic losses.

I disagree with the above answer. I have seen people suffer serious injuries when there was minimal impacts. It depends on the type of impact and each person individually.
