Your facts as you related them do not make sense. A light does not change from yellow to green as you stated, so it is difficult to understand what was going on. I think you need to consult an attorney to help ascertain who was liable.
I assume you mean the light for you and traffic in the opposite direction was about to turn red. I also assume that there were three lanes of traffic in the opposite direction as you were traveling and you were waiting in the intersection to make a left turn. If this is correct and the driver of the car in the "slow" lane (closest to the curb) traveling in the direction opposite you sped up on a yellow light, (instead of slowing down as he/she should have) and then hit you, you have a case. You may be partially at fault, but the driver that hit you is at fault, as well.
Contact a lawyer.
You have a legal duty to ensure that there is no oncoming traffic before you make a turn, except in situations where there is an actual turn signal with an arrow. If there is a turn signal with an arrow you have the right of way.
You must wait yield to all oncoming traffic before making your turn.
It sounds to me like you have a losing left turn dispute case here. This is not a case I would take on.
Would you like me to write a letter to the insurance company? They may decide to pay out if you have an attorney.
