Legal Question in Personal Injury in California

minor auto accident

I was in a car accident about 2 years ago but I did not even give the lady a single scratch (I barely bumped into the back of her car). I was excluded from my mom's insurance (I only had a permit and I was driving with her) so they did not want to represent me. But to this date, someone (who does not sign the papers) keeps asking for a lot of money (20,000 which we cannot afford), they have not asked us to court, and they're not even sending legal papers, they're normal letters who come to our house every year or maybe less asking us to resolve this matter by paying the amount due, yet when I ask what the damages are, they fail to respond and to this day, they have no answered the question (the have just avoided it) I did not do any damage, and even a police officer came to the site (the lady called them) and he said there were no damages whatsoever (he didn't file a report, nor do I remember his name). Should I be worried about this? what should I do in this situation? Will it hunt me in the future? will they be able to take money out in the future when i get a good job or decide to buy a house? please help me.

If the accident were even a day more than two years ago, they would have no way to collect for their personal injury because of the statute of limitation. Property damage has a 3-year period of limitation. I can tell you that you shouldn't worry, but you probably will anyway. It's human nature!

As others have pointed out, it is likely the statute of limitations has run. That said, do not, under any circumstances, give them money in response to one of these letters. You have absolutely no obligation to do so.
