My child was playing on school grounds with no teacher present. He was attempting a slam dunk with the help of a friend and cut his hand really bad on the rim, which has shape metal pieces on it. Can the school or his friend be held liable for negligence? Who is responsible?

Yes, the school must provide supervision and safety to its pupil. I don't see any liability on the friend.
