Can the neighbor of a property owner sue (on behalf of the Owner) for damages to the neighbors property?

Based on what you hve stated, no, only the owner of the property that is damaged may bring the lawsuit. However, there may be an assignment of rights by the damaged property owner.

Unless there is more to the story, no. The property owner can sue to enforce his own rights, but his neighbor has no standing to bring such a suit for him.
